iMore Editors' Choice for October 27, 2012

Every week, the editors at iMore carefully select some of our favorite, most useful, most extraordinary apps, accessories, gadgets, and websites. This week's selections include an image upload service, a zombie game, a private social network for teams and families, a game featuring a classic cartoon character, a popular Xbox game that's been ported to the iPad, and an app filled with interesting, useless facts.

Droplr - Ally Kazmucha

When it comes to choosing an image upload service, I've always been a huge fan of Droplr. Not only do they have an iOS app for iPhone, iPad, and iPod touch, but a ton of apps support it including many Twitter apps. This means that all the images you upload to Twitter will be saved to your Droplr account. This is great for times when you need to access a picture, video, or other file to share that you know you'd previously uploaded.

Hopping into the Droplr app allows you to view all your drops as well as grab the link to any of them or send them via message, e-mail, etc. I use the service a lot on my Mac just for simplicity's sake. I can drag any image or file to the Droplr icon in my task bar and it'll spit out a link that I can share.

When you start an account, you'll get 1GB of storage space for free which is plenty for most users, especially if you don't have an issue going through and clearing out old files you don't need anymore (which you can also do from the iOS app). If you need more space you can upgrade to a Pro account for $39.99 a year and that'll get you 100GB of space.

Zombies - Simon Sage

Zombies is a straightforward dual-stick bash-em-up game with an absolutely thumping soundtrack (http://bignic.bandcamp.com/album/zombies-soundtrack). Players have to dash through workplace-themed levels, blasting through hordes of zombies with a variety of weapons to find an exit. If you can, rescue fellow co-workers from a grisly fate along the way. Think of it as Office Space with the undead, the punchline being that middle management was always a bunch of brainless drones anyway. The animation in the game is much better than the stylish pixel art would have you believe, plus just about everything has some degree of destructibility. The look might seem a bit derivative of Superbrothers: Sword and Sworcery, but putting it all into the modern office setting with plenty of zombies to thwak keeps the style very fresh. The dialog and story are cute and quirky, even if the voice acting leaves a little to be desired.

Right now Zombies is only available for iPhone, but I've been testing out a Universal version that's due to launch publicly soon.

Glassboard - Rene Ritchie

Glassboard comes from Brent Simmons, who previously created NetNewsWire and MarsEdit. Once again, Brent is taking an internet problem still in search of a better solution and offering just that. In this case, it's private networking. Others have tried this, but almost universally they've stayed bound to the web or for other reasons their mobile clients, frankly, have sucked. Glassboard was born to mobile.

Available for both iOS and Android, and as a website if you really have to, it lets anyone create boards, share them with office teams large and small, conference groups, family, and friends, and quickly, easily share comments, pictures, and otherwise stay in immediate contact. It's fast, it's fluid, and for what it does, it's fantastic.

It's also free, though there's a pro version available with additional features (and more to come).

Now we just need a desktop client so I never have to open the website again.

He-Man - The Most Powerful Game in The Universe - Chris Parsons

He-Man is back and this time, it's actually something done with the IP that is great! He-Man - The Most Powerful Game in The Universe is a humorously animated side scroller that features 27 levels of gaming across the He-Man world of Eternia. You'll take on Skeletor, Beast Man and other as well, team up with Orco, Man at Arms all in an effort to defend the secrets of Castle Grayskull. The controls are a little hard to get used to but overall, once you get the hang of them.. you'll have the power! For any fan of the franchise, this is an awesome buy. If you're new to He-Man, it's still an awesome buy and one that you can get into rather easily, without knowing the He-Man background.

Bastion - Joseph Keller

Bastion was first released on the Xbox Live Arcade in 2011, and is now available for the iPad. It is one of the better games I?ve played on any platform. With a beautiful, vibrant art style, solid gameplay and a great soundtrack, Bastion stands out amongst other App Store offerings. Bastion uses a both gameplay and a voiceover to tell its story, and the voiceover reacts dynamically to player decisions. The controls can be changed between tapping your character?s destination to a more traditional, joystick-style setup. With a variety of weapons and items, you can customize your gameplay experience and special abilities. It?s a lot of fun just to play around with the different special actions to see what you prefer. These various elements come together to give the you a great gaming experience. If you enjoy action-adventure games, it really doesn?t get much better than Bastion.

Weird But True - Leanna Lofte

Weird But True is an iPhone and iPad app that is actually targeted for kids, but it's even cool for adults. It's simply an app filled with random facts. For example, did you know that the world's biggest flower can grow wider than a car tire? Or that there are about a billion bacteria in your mouth right now? This is the type of valuable information you'll learn with Weird But True. Any child old enough to read will think it's hilarious and even grown adults will find some of the facts to be unusual and surprising.

The Office for National Statistics reported that 382,000 people resigned from their jobs in 2011. This figure has been falling ever since the late 1990?s. Recent trends suggest that workers are still affected by the recession ? a stagnating job market means that a change in career is not exactly easy. Others see opportunity but are fearful to make the move; the concept of ?First in, last out? in relation to redundancy practice is still often used, despite increasing difficulties for the employer in justifying this approach.

Is The Grass Greener?

Nevertheless, many employees consider a job change or career move ? motivated these days by the notion of that the ?grass is greener on the other side?. Therefore, the employee with itchy feet needs to carefully consider certain factors when contemplating a resignation. The decision to resign may come following a bad day or week at work, and therefore be made in the heat of the moment. Employees feeling the pinch are recommended to take a day or two to consider how they really feel.

Consider The Wider Implications

When it comes to career decisions, there is no shame in acting with a little selfishness; after all, a career is a personal thing. Having said that, employees considering a career change or resignation should take some time to carefully and dispassionately consider who would be affected by their actions. The other reason to step back and reflect before reacting is to consider what to do next; more and more people are choosing to explore totally new career paths (recessions seem to compel people to take stock of their priorities). Taking time to consider options will ensure that there is a plan ? method behind motivation.
Despite the gloominess of the current job market, people are still making the brave choice to move on to new things. Taking time to reflect on the above will ensure that if someone?s ultimate decision is still to leave, then that choice is communicated with reason and diplomacy in the resignation letter. After all, it?s vital to never burn bridges; who knows what ? or who ? the future holds.

Landmark Medicare settlement could change lives

CHICAGO (Reuters) - Glenda Jimmo has had a challenging life. Blind since the age of 19, the 76-year-old Bristol, Vermont, resident is confined to a wheelchair due to disabling conditions that include a below-the-knee amputation stemming from her diabetes.

"But it's been an interesting, full life," she says. "I have four children."

Now, she's lent her name to a class action lawsuit. Its settlement, announced this week, is expected to transform the way that Medicare covers long-term care.

Jimmo requires regular skilled nursing services in her home for wound care and management of her condition. Medicare has not been paying for those services, because the program's policy was to cover skilled nursing care only when patients had a demonstrated medical potential to improve. That left patients like Jimmo, who need care to maintain their current health status, to fend for themselves.

Under the settlement of the lawsuit, Jimmo v. Sebelius, the U.S. Department of Health and Human Services has agreed to relax Medicare's requirements for coverage of skilled nursing and therapy services in institutional or home care settings.

The key criterion for coverage will be a demonstrated need for skilled care - regardless of whether there is a recovery prognosis. That means patients already enrolled in Medicare Part A (hospitalization) who need care to maintain their current condition but aren't likely to improve will qualify for Medicare's standard benefits.

Medicare already pays for a stay of up to 100 days in a nursing or rehabilitation home following a related hospital admission, with a $139 daily co-pay after 20 days of care. (Most Medigap supplemental policies will cover those co-pays.) It also covers skilled home healthcare - like physical therapy or nursing services - if a physician has certified that it is necessary.

Medicare Part A covers up to 100 home visits following a hospital stay. For patients who need care in their homes, Medicare Part B covers care without a prior hospitalization with no limits on visits and no co-payments for services, and a 20 percent co-payment for durable medical equipment.

The settlement's impact on patients will be wide, though its focus on skilled nursing care and home-based care means that it won't be broad enough to allow an elderly, demented assisted-living resident to have her or his bill paid by Medicare. Those people typically rely on unskilled help with their activities of daily living, such as bathing and dressing.

Some 46 percent of Medicare beneficiaries have three or more chronic conditions, according to the Kaiser Family Foundation. About 8 percent use home health services - a figure that certainly will rise as a result of the settlement.

The financial impact on Medicare isn't clear. Medicare's direct costs for providing the additional coverage will rise, but the higher costs could be offset if the new preventive services reduce the need for acute care, hospitalization or nursing home care.

"With access to some basic therapies, many of these patients may well be able to avoid nursing and hospital care," said Judith Stein, director of the Center for Medicare Advocacy (CMA) and a lawyer who represented plaintiffs in the class action. "The settlement is a victory for people who need care, and it will save money for states and the federal government who otherwise would be paying for services that shouldn't be necessary."

Jimmo's care, for example, has been covered by Vermont's Medicaid program, but some patients have had to dip into their own pockets to cover some of these services.

Court approval of the final settlement isn't expected for several months. After that, Medicare will have a year to implement the changes and educate healthcare providers about them.

But under the terms of the settlement, more than 10,000 Medicare beneficiaries who were denied benefits for skilled services before January 18, 2011 (when the lawsuit was filed) will have their claims re-examined.

CMA urges patients who think they qualify for coverage under the settlement's terms to start pushing for it right away by submitting their claims to Medicare. "This is the policy that the government says is now in effect, so patients should push that immediately," says Gil Deford, CMA's lead counsel on the case.

ADVOCATING FOR BENEFITS

If you think your care should be covered under the terms of the settlement, here are some key steps to take while you wait for the new rules:

* Educate healthcare providers. Patients shouldn't assume that skilled nursing facilities or home healthcare providers will immediately understand the settlement's impact. "Ask them how they plan to implement it, and make the question specific to your own needs," said Joe Baker, president of the Medicare Rights Center, a non-profit organization that provides free Medicare counseling services.

* Be persistent. "It will take a while for this to be operationalized," says Baker, who recommends that patients appeal any denials of claims.

* Get help. Free one-on-one help with Medicare claims is available from the State Health Insurance Assistance Program (SHIP), a network of non-profit Medicare counseling services. Use this link to find the SHIP program in your state: https://shipnpr.shiptalk.org/shipprofile.aspx.

The Medicare Rights Center also offers free counseling by phone; (1-800-333-4114).

For Jimmo and other Medicare beneficiaries affected by the settlement, the direct impact will be better care, according to Michael Benvenuto, project director of the Medicare Advocacy Project at Vermont Legal Aid, who served as co-counsel in the lawsuit.

"When healthcare providers don't think Medicare will pay their bills, they're less likely to provide the full care that patients need," he says. "For Glenda, this settlement will insure that she gets adequate maintenance care in her home for as long as she can stay there."

Giants nail down 2-0 Series lead

Game 2 starter finds postseason form as Giants use small-ball to top Tigers

SAN FRANCISCO - Long ball one night, a Giant dose of small ball the next.

Two wins in two games and suddenly San Francisco doesn't need to dig itself out of a postseason hole for a change.

Madison Bumgarner shut down the Detroit Tigers for seven innings, then the Giants took advantage of a bunt that stayed fair to eke out the go-ahead run in a 2-0 win Thursday night for a 2-0 edge in the World Series.

Gregor Blanco's single trickled to a stop inches fair on the infield dirt, setting up Brandon Crawford's run-scoring double-play grounder in the seventh. Hunter Pence added a sacrifice fly in the eighth, and that was plenty for these masters of the October comeback.

"It definitely feels a whole lot better than having our backs against the wall," Bumgarner said. "But you can't relax. We've got to keep pushing."

Game 3 will be Saturday night in Detroit and for once, the Giants aren't playing from behind. They overcame a 2-0 deficit to beat Cincinnati in the best-of-five division series and escaped a 3-1 hole against St. Louis in the NLCS.

A day after Pablo Sandoval homered three times, the favored Tigers wondered what other way they could lose. Prince Fielder was thrown out at the plate by a hair and moments later pitcher Doug Fister was struck squarely in the head by Blanco's line drive, a ball hit so hard that it caromed into shallow center field.

"They asked me the typical concussion questions," Fister said. "I'm not concerned. I have a minor bump. According to my dad, my whole life his saying has always been if I got hit in the head I'd be OK. That's how I take it."

The 6-foot-8 Fister managed to stay on the mound, and even excelled. Bumgarner more than matched him, however, allowing just two hits before the San Francisco bullpen closed it out before another pulsating crowd.

Santiago Casilla pitched a perfect eighth and Sergio Romo worked the ninth for a save in the combined two-hitter, leaving Triple Crown winner Miguel Cabrera and his team in a huge hole heading back to Comerica Park. Anibal Sanchez will start for the Tigers against Ryan Vogelsong in Detroit.

"That's the way baseball is. When things are going well, things are bouncing your way," Giants second baseman Marco Scutaro said. "If things aren't going well, you just keep battling and playing hard. No one is taking anything for granted."

Even so, several dozen members of the Giants family came onto the field at AT&T Park well after the final out to pose for pictures, wanting to savor what they hope is the Giants' last home game of the year.

Blanco, meanwhile, was able to celebrate a single that rolled 45 feet, if that.

"I was joking with (coach) Roberto Kelly when I got to first base, 'We practiced that today,'" Blanco said. "That was a perfect bunt. I wasn't really trying to do that. I think it was just meant to be and I'm thankful that I did it."

The Tigers looked rusty at the plate, maybe still lost following a five-day layoff after an ALCS sweep of the Yankees. Cabrera hopped up in frustration after Sandoval snared his line drive to third.

"Well, what are you going to do about it?" Tigers manager Jim Leyland said. "We got two hits tonight. I'm certainly not going to sit up here and rip my offense because last night I thought we had some pretty good swings. Cabrera hit a bullet tonight."

Bumgarner had something to do with the Tigers' troubles, too.

Bumped from the NLCS rotation after two poor postseason starts, he returned with a flourish. The left-hander struck out eight and looked as sharp as he did in the 2010 World Series when, as a 21-year-old rookie, he stopped Texas in Game 4 on the way to a championship.

"Just able to make pitches," Bumgarner said. "I hadn't done a very good job of making pitches this postseason so far and this is a team that you're not going to be able to afford to miss with.

"They hit some balls hard, but luckily we were in the right spot," he said.

Along with his bunt, Blanco might have hit the hardest ball of the game ? the liner that nailed Fister in the second inning. The ball struck the right side of his head and deflected on the fly to shallow center field.

Fister showed no visible effect from the blow ? in fact, some in the crowd wondered whether the ball perhaps glanced off his glove because Fister stayed on his feet. Only when fans saw replays did groans echo around the ballpark.

Leyland, pitching coach Jeff Jones and a trainer went to the mound, and Fister insisted on staying in the game. He walked the next batter to load the bases with two outs, but retired Bumgarner on a popup, starting a streak of 12 straight hitters set down by Fister.

"Well, if you'd have been out there, it was something to see," Leyland said. "Because the trainer was saying, 'Where are you?' 'San Francisco.' 'What game is it?' 'Game No. 2.'

"I don't want to make light of it, but it was kind of comical really because Doug was right on with everything. But I was scared to death when it happened."

The game remained scoreless until the seventh, right after actor Tom Hanks ? a former peanut vendor at the nearby Oakland Coliseum ? sang "Take Me Out to the Ball Game" on the field.

Pence led off with a single and Fister departed, getting lots of hugs in the dugout. Rookie reliever Drew Smyly walked Brandon Belt on a full-count pitch and Blanco's bunt loaded the bases with no outs.

The Tigers kept their infield back up the middle, and had no play at the plate on Crawford's bouncer.

"We felt like we played double-play depth because we felt like we couldn't give them two runs. That's why we did that, and we got the double play," Leyland said.

"To be honest with you, we were absolutely thrilled to come out of that inning with one run. Absolutely thrilled. I mean, we had to score anyway."

Pence added the insurance run the next inning with his flyball off Octavio Dotel.

"We played good small ball today," Pence said. "We played a great game of baseball, had outstanding pitching and great defense and we found a way to get it done."

Of the 52 teams to take a 2-0 lead in the World Series, 41 have gone on to win the title. That includes 14 of the last 15 teams with that advantage.

"I'm not sure, and I haven't done any studies on it," Giants reliever Jeremy Affeldt said, "but statisically it's always better to be 2-0 than 1-1 or 0-2. I'm just guessing."

Fielder and the Tigers came up inches short of taking an early lead, the result of yet another alert play by Scutaro and a dubious decision by third base coach Gene Lamont.

Fielder was hit by a pitch to lead off the second, Delmon Young followed with a double and when the ball rattled around in left field, Lamont waved the burly slugger home. Even with no outs, Lamont sent him.

"I think Gene just got a little overaggressive," Leyland said.

Scutaro, in the middle of every big play for the Giants this month, dashed across the diamond, caught Blanco's relay and unleashed a strong throw to the plate. All-Star catcher Buster Posey made a swipe tag to Fielder's backside, just as the Tigers star slid home. Umpire Dan Iassogna had a clear look and made a demonstrative call ? out!

Fielder immediately popped up from his slide and pleaded his case with two hands, saying he didn't feel the tag. Leyland rushed out and pointed to the plate. At second base, Young yelled, "No!"

But even if there was replay review, it wouldn't have helped the Tigers. Because TV replays showed Iassogna, working his first plate job in a World Series, got it right.

"Any time those kind of freak plays happen that don't go your way," Fielder said. "It takes away a little momentum but you've got to be aggressive. They made a perfect play."

There was no dispute that Fister somehow avoided a serious injury moments later.

Among those who winced was Oakland pitcher Brandon McCarthy, who sustained a skull fracture and brain contusion after being hit by a line drive last month.

"I'm not watching but did just see the replay. Certainly hope he's ok," McCarthy tweeted.

MANHASSET, NY Researchers at The Feinstein Institute for Medical Research have discovered that a bean commonly used in Chinese cuisine protects against the life-threatening condition sepsis. These findings are published in the current issue of Evidence-based Complementary and Alternative Medicine (eCAM).

It has been found that a deoxyribonucleic acid (DNA) protein, HMGB1, mediates inflammation. Inflammation is necessary for maintaining good health without inflammation, wounds and infections would never heal. However, persistent and constant inflammation can damage tissue and organs, and lead to diseases such as sepsis. Sepsis affects approximately 750,000 Americans each year, 28 to 50 percent of whom die from the condition, and costs the nation's healthcare system nearly $17 billion annually. It is a potentially life-threatening complication of an infection or injury, and occurs when chemicals released into the bloodstream to fight the infection trigger inflammation throughout the body. The result is that organs become damaged, including liver, heart, lungs, kidney, and brain. If excessive damage occurs, it may be irreversible. Therefore, it is important to identify ways in which persistent and constant inflammation can be halted.

Neutralizing the protein HMGB1 protects against persistent and constant inflammation that results in damage to tissue and organs. Haichao Wang, PhD, and his colleagues, including Shu Zhu, MD and PhD, and Andrew E. Sama, MD, at the Feinstein Institute found that extract from mung bean (Vigna radiata), a bean native to India and commonly used in Chinese food and traditional medicine, reduced the release of HMGB1, thereby increasing survival rates in mice from 29.4 percent to 70 percent (P

"Many traditional medicinal herbs have been successfully developed into effective therapies for various inflammatory ailments, and now we have validated the therapeutic potential of another medicinal product, mung bean extract," said Dr. Wang. "Demonstrating that mung bean extract has a positive effect on septic mice shows promise that this bean can also have a positive effect on septic humans of course, additional studies are required to prove the safe and effective use in humans."

MANHASSET, NY Researchers at The Feinstein Institute for Medical Research have discovered that a bean commonly used in Chinese cuisine protects against the life-threatening condition sepsis. These findings are published in the current issue of Evidence-based Complementary and Alternative Medicine (eCAM).

It has been found that a deoxyribonucleic acid (DNA) protein, HMGB1, mediates inflammation. Inflammation is necessary for maintaining good health without inflammation, wounds and infections would never heal. However, persistent and constant inflammation can damage tissue and organs, and lead to diseases such as sepsis. Sepsis affects approximately 750,000 Americans each year, 28 to 50 percent of whom die from the condition, and costs the nation's healthcare system nearly $17 billion annually. It is a potentially life-threatening complication of an infection or injury, and occurs when chemicals released into the bloodstream to fight the infection trigger inflammation throughout the body. The result is that organs become damaged, including liver, heart, lungs, kidney, and brain. If excessive damage occurs, it may be irreversible. Therefore, it is important to identify ways in which persistent and constant inflammation can be halted.

Neutralizing the protein HMGB1 protects against persistent and constant inflammation that results in damage to tissue and organs. Haichao Wang, PhD, and his colleagues, including Shu Zhu, MD and PhD, and Andrew E. Sama, MD, at the Feinstein Institute found that extract from mung bean (Vigna radiata), a bean native to India and commonly used in Chinese food and traditional medicine, reduced the release of HMGB1, thereby increasing survival rates in mice from 29.4 percent to 70 percent (P

"Many traditional medicinal herbs have been successfully developed into effective therapies for various inflammatory ailments, and now we have validated the therapeutic potential of another medicinal product, mung bean extract," said Dr. Wang. "Demonstrating that mung bean extract has a positive effect on septic mice shows promise that this bean can also have a positive effect on septic humans of course, additional studies are required to prove the safe and effective use in humans."

The health system mounted an aggressive sepsis prevention and early identification initiative that has reduced the health system's sepsis mortality rate by 35 percent in the last four years, which translates into thousands of saved lives.

"This region has been effectively cut off from communications, media coverage, and basic human necessities as a result of the Assad army?s unrelenting airstrikes and military blockades for over 130 days,? Syrian activist from Deir Ezzor, WIsam Al-Araby, told SEO. ?This has led to the displacement of the majority of its people, in addition to extensive damages of the infrastructure, hospitals, schools, highways, houses and public buildings,? said Al-Araby.

According to the ?Center for Documentation of Violations in Syria" over 2357 have been killed in Deir Ezzor since the start of the revolution.

Parental rights to be extended for LGBT families in the Netherlands ...

The government in the Netherlands is looking to change the law to take into account its 25,000 LGBT families, and issues faced by step-parents or sperm donors.

The extension would mean that children could have three or more parents, taking into account the biological parents of children of same-sex couples.

Wiebe Alkema, a spokesperson for the justice ministry said it??is going to investigate and see what the possibilities are for recognising three parents or more per family,? AFP reported.

The left-wing Green Party, the?Liberal VVD and the Labour PvdA requested a report with the intention of amending a lesbian parenting bill.

Green MP Liesbeth van Tongeren commented on what has been the norm for legally recognising parents:

?Currently parenthood in the eyes of the law is almost always the consequence of biological parenthood,? the party said in a statement. She said ?this does not represent the diversity of families in the Netherlands.?

?Often enough, the father of a child with lesbian parents also plays a role in the life of the child,? she said.

?How a family lives is more important than the biological lineage,? Van Tongeren added. ?The bill should take into account what?s best for all concerned.?

The Netherlands currently has no legal recognition for step-parents, or sperm donors who may wish to be involved in the upbringing of their child.

In parliament, Junior Justice Minister, Fred?Teveen, noted various potential practical objections to the bill being passed, but said that he would wait for the conclusions of the report.

The Netherlands was the first country to legalise equal marriage, back in 2001 and?official statistics report that, by the end of 2010, 14,813 gay couples were married in the?country,

Goldman Sachs removes Monster Beverage from conviction buy list

(Reuters) - Goldman Sachs removed Monster Beverage Corp from its conviction buy list after the U.S. Food and Drug Administration said it was investigating reports of five deaths that may be linked to the company's namesake energy drinks.

Shares of the company, which makes drinks such as Java Monster, Monster Rehab, and X-Presso Monster, fell 7 percent to $42.38 in late morning trade on Tuesday.

Monster is also being sued by the family of a 14-year-old Maryland girl with a heart condition who died after drinking two cans of its Monster energy drink in a 24-hour period.

The FDA said on Monday it was investigating possible links between the company's drinks and five deaths.

"While the FDA has yet to establish a causal link between these deaths and the drink, we believe MNST shares could be range-bound in the near term," analyst Judy Hong wrote in the note.

As of Monday, Monster's stock had fallen 5.7 percent since being added to Goldman's conviction buy list on January 16, the brokerage said in the note. The broader S&P 500 index rose by 11.2 percent during the same period.

Hong, however, maintained her "buy" rating on the stock saying that significant risk has already been priced into the stock.

"We do not believe these headlines will impact MNST's sales growth in the US nor do we believe the ultimate legal and regulatory outcome will be a significantly onerous one."

Monster Beverage's shares were down 5.6 percent at $43.12 on the Nasdaq.

Mayor Gray Announces DC Streetcar Financing Governance Task Force

Mayor Vincent C. Gray today announced he has established a Streetcar Financing and Governance Task Force to advise him on potential sources of funding and forms of governance for the District of Columbia?s emerging streetcar system.

?The District has the most ambitious streetcar plan in the nation. We are the only city talking about putting down 37 miles of tracks,? said Mayor Gray. ?I want to make sure we have the best minds inside and outside the government working on the important issues of financing and governance to ensure the system has a firm foundation.?

The 14 member Task Force will be chaired by City Administrator Allen Y. Lew and will include 6 public members, appointed by the Mayor, with expertise in transportation systems design or engineering, public-private development partnerships, project financing and/or economic development.?

Mayor Gray today announced he has appointed Jair K. Lynch, President and CEO of JAIR LYNCH Development Partners to serve as Vice Chair of the Task Force. The other public members include Richard H. Bradley, the Executive Director of the Downtown DC Business Improvement District (BID); Charles C. ?Sandy? Wilkes, Chairman of The Wilkes Company; Matthew J. Klein, President of Akridge; Robert Puentes, a senior fellow with the Brookings Institution?s Metropolitan Policy Program; and Ginger Laytham, Senior Executive Officer to the President, CEO and Chairman of Clyde?s Restaurant Group.

The additional members include the Director of DDOT, the Deputy Mayor for Planning and Economic Development, the Director of the Office of Planning, the Chief Financial Officer for the District of Columbia, the Director of the Mayor?s Office of Budget and Finance, the Director of the Department of General Services, and the Director of the Department of Consumer and Regulatory Affairs.

The Task Force is expected to:

  • Provide detailed annual cost estimates for the construction of each portion of the 22-mile priority segments of the planned 37-mile streetcar system, including separate estimates of any streetscape or ancillary improvements associated with construction of the streetcar system;

?

  • Provide detailed annual cost estimates for the operation and maintenance of the streetcar system for at least the first eight (8) years of operation;

?

  • Examine potential sources of funds, including District capital funds, special assessments, tax increment financing, private investments, value capture mechanisms, and federal funds, for the construction of the streetcar system;

?

  • Examine potential financing options for the construction of the streetcar system, including options that minimize the impact of financing on the District?s debt cap;

?

  • Examine potential sources of funds for the operation and maintenance of the streetcar system, including District operating funds, special assessments, fare box revenue, advertising revenue, regional contributions, and federal funds;

?

  • Propose reasonable timelines for the construction of each portion of the streetcar system, based on the funding and financing models;

?

  • Examine potential forms of governance for the construction and operation of the streetcar system, including the establishment of an independent agency; and

?

  • Transmit to the Mayor written reports of its findings and recommendations.

Trump made his Obama announcement on Monday, saying that he had damning allegations against the president in an October surprise. The revelation was met with mostly apathy from the media, with many pundits seeing it as an attempt for Trump to draw attention to himself.

Others pointed out that Trump?s Obama announcement harkens to the allegations that Obama was born outside the country, which Trump made during his brief flirtation with running for the GOP nomination.

(AP) ? A Russian spacecraft blasted off into a clear Central Asian sky Tuesday, carrying a three-man crew on their way to the International Space Station.

The Soyuz TMA-06M lifted off from the rolling steppes of Kazakhstan as scheduled Tuesday afternoon to deliver NASA astronaut Kevin Ford and Russians Oleg Novitsky and Yevgeny Tarelkin to the orbiting station.

"I spoke with the astronauts after they reached orbit," Russian Space Agency chief Vladimir Popovkin said. "They feel well. Everything went fine despite the windy conditions."

After a two-day journey, the astronauts will join U.S. astronaut Sunita Williams, Russia's Yuri Malenchenko and Aki Hoshide of Japan's JAXA agency.

Of the three who blasted off on Tuesday, only Ford has flown in space before. He spent two weeks in space as pilot of the space shuttle Discovery in 2009 on a mission to transport scientific equipment to the station.

For the first time since 1984, the manned launch took place from the Russian-leased Baikonur cosmodrome's launch pad 31. The pad that is normally used, from which Yury Gagarin launched to become the first human to travel in space in 1961, is undergoing modernization.

The Soyuz craft departing from Baikonur is the only means for astronauts to reach the space station since the decommissioning of the U.S. shuttle fleet in 2011.

Manned launches from Baikonur take place about four times a year.

UM reports it adds $6B to South Florida economy

The University of Miami reports that it adds $6 billion to the South Florida economy.

That amounts to the same as hosting a Super Bowl every three weeks, The Miami Herald reports.

UM?s economic impact was revealed in a Bendixen Amandi International study that the university commissioned, according to a news release. The group analyzed detailed data provided by the university in various fiscal 2011 financial reports and applied it to an economic input-output model to extrapolate total impact.

The economic impact study comes after UM cut 800 workers at its Leonard M. Miller School of Medicine.

The private, nonprofit university suffered a $240.5 million loss for the fiscal year ended May 31, compared to a profit of $215.5 million in the previous year, according to financial statements released to its bondholders.

NEW ORLEANS More pediatric hospital physicians are communicating through cell phone text messaging, rather than the traditional pager method, according to research presented Oct. 21 at the American Academy of Pediatrics (AAP) National Conference and Exhibition in New Orleans.

Since the early 1980s, physicians traditionally have relied on pagers to contact other physicians, residents, nurses and hospital staff. However, with the surge in cellphone use and the fact that many cellphones now accept pages many physicians and staff are sending text messages with questions and requests for assistance.

In the study, "Text Messaging as a Means of Communication among Pediatric Hospitalists," researchers administered an electronic survey to 106 pediatric hospital physicians. The majority of the physicians surveyed were female (68 percent) and had been in practice less than 10 years (62 percent). Ninety percent of responders regularly used a smartphone and 96 percent used text messaging.

The most frequent method of communication in the hospital setting was verbal face-to-face communication (92 percent) and telephone conversation (92 percent). However, more than half of the physicians interviewed (57 percent) reported either sending or receiving work-related text messages, of whom 12 percent reported sending more than 10 messages per shift. Nearly half (49 percent) also reported receiving work-related text messages when not scheduled to be on call. Most often these text messages were to or from other pediatric hospitalists (59 percent), fellows or resident physicians (34 percent), or subspecialists and consulting physicians (25 percent).

Forty-one percent of respondents reportedly received text messages on a personal phone, and 18 percent to a hospital-assigned phone. Twenty-seven percent said they preferred texting for brief communications; 23 percent preferred a hospital assigned pager; and 21 percent preferred verbal face-to-face communication.

Few physicians reported that their hospital had a policy for texting or Health Insurance Portability and Protection Act (HIPPA)-encrypted software for texting.

"We are using text messaging more and more to communicate with other physicians, residents and even to transfer a patient to a different unit," said abstract author Stephanie Kuhlmann, MD. "We've had such a rapid increase in cellphone use, and I'm not sure that hospitals have caught up by putting in place related processes and protocols."

We also need to look at life balance," said Dr. Kuhlman. "It's not easy to leave your cellphone when you're not at work. People still can contact you."
